Open Space Plan
Development of an Open Space Plan was recommended in the 2017 Comprehensive Plan Update. The Town Council adopted Windham's Open Space Master Plan on February 9, 2021. For more information click here.
Windham Center Rezoning
Amending local ordinances using the descriptions in the Future Land Use Plan narrative to clearly define the desired scale, intensity, and location of future development was recommended in the 2017 Comprehensive Plan Update. The LRPC has drafted amendments to the Land Use Ordinance and Zoning Map to rezone the Windham Center Growth Area.
Windham Center Growth Area (Comp Plan Pgs 29-30)
The areas of town known as Windham Hill and Popeville are included in this area, which is generally located between River Road and Route 202 (Gray Road), north of Swett Road and south of the Rotary at Routes 302/202 and south of Otterbrook Drive off River Road. As noted above, this area serves as the civic core of the community and as such, more walkable, connected residential development should be encouraged in this area.
The Comp Plan also recommends amending growth area land use regulations to encourage the development of affordable/workforce housing. The LRPC has drafted standards that would apply to the new Windham Center zoning districts as well as North Windham and South Windham growth areas.
